History of the Bureau of Immigration and Overseas Employment
The Bureau of Immigration and Overseas Employment was established on October 1, 1971 under the direction of the Government of Pakistan by amalgamating three departments of the Federal Government namely the National Manpower Council, the Protectorate of Immigrants and the Directorate of Seamen's Welfare.
The Bureau started functioning under the Immigration Act of 1922 and Rules (1959) which were later amended by the Immigration Ordinance XVIII of 1979 and the rules made thereunder. Over time, the Bureau has developed a realistic, practical and orderly migration process under the Migration Act.
The Bureau of Immigration and Overseas Employment is a central agency of the federal government that processes requests for the recruitment of Pakistani manpower through licensed overseas employment promoters etc. for various manpower importing countries of the world.
Director General's message
It is an honor to be appointed as the Director General, Bureau of Immigration and Overseas Employment. Besides being a major source of foreign exchange earnings in the form of remittances of overseas workers, overseas jobs are also playing an important role in reducing the employment pressure of the United Nations at home.
Thus overseas employment is acting as the mainstay for the national economy, providing much-needed financing for credit provision, import bills, poverty alleviation, development projects and economic activities. The Bureau, being a regulatory body, controls, regulates, facilitates and monitors the migration process followed by Overseas Employment Promoters (OEPs) in the private sector, apart from 'direct employment'. The method adopted by individuals to seek foreign employment. through their own efforts or through relatives and friends abroad.
The main function of the Bureau of Immigration and Overseas Employment is to collect, compile and tabulate the immigration data of all Pakistanis who go abroad for employment. In fact, the Bureau has been engaged in maintaining a comprehensive statistical record of all migrant workers since 1971, which provides a basis for planning and policy making by the Economic Division and other interested government departments.
